Pascal cards have the fan stop thing built into them so it doesn't spin up until after a temperature fresh hold, usually 50 or 60

Download msi afterburner and set the fans manually. If it doesn't work well it sounds like a fan issue.

Fans shouldn't do anything til you put some stress on it. Mine never came on unless I fired up a game
