Short answer: no
Long answer: yes, but it is nowhere near ideal. You won't get the frames you it'll say you're getting. Your ping and latency will be so far off that it will directly affect performance. And you would have better quality on a console. You'll want to look into remote access programs like team viewer or VNC. Hell even RDP would work if you can setup your network correctly.
