I had this issue, i turned off windows defender and got a third party anti virus instead. Solved it straight away, set task managers refresh rate to normal not high too

If you are with fresh windows stop the windows updates

You can disable Windows defender by going into the registry and making a disable anti malware-1 file. Just look it up. That's the best way to fix this because then defender won't activate again when you start your pc up again. And for low spec gamers, defender destroys your cpu

If you're on a laptop and you have an HDD, turn off superfetch, next, if you have Windows 10 pro, open run, put in gpedit.msc (group policy editor) then go to computer configuration --> Administrative templates --> Windows components --> Windows defender antimalware

You'll find a script that says disable, click it, press enable, close out of everything and restart your PC. Windows Defender should be disabled.
