You'll need to make one, ask a friend if you can make a bootable usb on their computer

After a few times it gives you multiple options. There should be an option like "open in safe mode". You'll see the windows in a bad resolution but the OS will start. When you get there find system_confyg_info and replace it with a repaired one

But.. Did not work the safe mode
