Is this normal during initial boot up? The fans connected to my motherboard turns on during post, then off after post, then turns normally before the OS loads up. There are no problems other than this behavior. I'm using Gigabyte Z370 HD3.

Is not normal. Windows has nothing to do with you fan headers.

1. Might just be a lowballed fan curve (rigged for silent running, making the fan actually stop at low temps).

2. Might be power lag ( system might not have the juice to run everything at full tilt ).

You wan't to hope for option 1, and pray it's not number 2, becouse that could be signs of very bad things (fried components).

Long storry short check them fan settings.

Not sure? I would check your manual or online.
