I have a 500 mbps on speedtest but on steam it ranges from 1 mb s to 69-70 mb/s 0eak and the average is 20-30 mb.s

Is a TP link cat5e cable gonna help? If not im thinking about getting a gigabit tp link router that also has wireless (i hope im able to connect the optic fiber to it).

Thoughts?

its probably 500mega bits persecond. Multiply with 0.125 and you'll get 62megabytes persecond. So you are getting what you paid.

which is MB, your internet comes in megabits, which is mb

It might not be your cables, here's why:
1. Speedtest and other sites/apps write in RAM, which is super fast
2. Steam downloads in RAM, then transfers to HDD/SSD. Once the RAM is full, there will be a downtime (speed reduction or complete pause) until it writes to your SSD/HDD
If you have an SSD installed, try downloading something to that location and check if this problem still happens. If it doesn't, buy a faster HDD, switch to SSD or deal with it, we can't have superfast download speeds with large files for cheap
