got to Crucial memory - perform a scan and pick 8 or 16Gb Set of RAM - easiest and cheapest way to speed up a pc - as for GPU, be careful with that one - if you dont have PCI-e power connectors already and whatever GPU you buy requires more power then you may have to upgrade the power supply, this is where the problem is because Dell change some of the main power connectors around that connects to the motherboard - i fried an old system before by fitting a non-Dell PSU

From my experience 3020 and 9020 require the 24-8 pin adapters for a psu. But the 3 digit series don't seem to (just from my experience) but you should ideally be able to put a 1050ti in there. I think they require what 250-260watt and a lot of the dell psus I've seen are around there

Changing the Desktop Name will make it run faster for sure
