PC At what point can you join factions? I'm around 260 and I still can't join a faction....

At what point can you join factions? I'm around 260 and I still can't join a faction. Do we PC players have to wait until the next rally event?

Everybody has to wait until the next faction rally. They're events that only last for a week, you can't permanently represent them anymore.
