I don't think it's a system issue. A brand new laptop should have no issues. What I would do is uninstall chrome and then reinstall. If the issue is still there then I'll try on a different web browser like Microsoft edge or Mozilla Firefox. I honestly think it's an issue with ur chrome browser

Had the same problem. Go into settings and disable hardware acceleration.
